Our staff has extensive experience relating to the development of water within Colorado’s water right system.  Through previous roles at the Colorado Division of Water Resources staff members have been directly involved with river administration, legal activities, and other developments throughout Colorado.

Mike Applegate
Mike Applegate, P.E., C.C.E.
President/Senior Principal
Mr. Applegate has over 40 years of related experience in water resources. This includes water resources planning, water rights, river basin modeling, and infrastructure design and construction. Experience includes preparation of Feasibility Studies, Planning Studies, Water Court Expert Reports, Preliminary Designs, Final Designs, Construction and Bid Documents, Contract Administration, Owner’s Representative. He has worked on permitting issues for water projects involving Endangered Species Act, Clean Water Act, and FLPMA.
Bill Warmack, P.E.
Vice President/Senior Project Engineer
Bill has over twenty-five years in water resource engineering including water right development and administration, municipal water resources planning and protection, operation of agricultural ditch systems, and water resources engineering. He has assisted clients with development of raw water supplies, water right evaluation and analysis, and water right acquisition. Additionally, Bill has provided support and review of Water Court applications with regard to development and protection of raw water supplies.
Dick Stenzel, P.E.
Senior Water Resource Engineer
Dick has more than 31 years of experience in water rights administration and water court activities. Extensive experience in review and assistance in development of plans for augmentation and substitute supply plans. Recognized as expert witness in the areas of water rights administration and consumptive use. Dick has provided support to the State Engineer and the Attorney General’s Office with regard to potential water rights issues associated with Water Court applications in all Water Divisions. He has testified in Water Court as an expert witness on the issues of water rights administration, consumptive use values, lawn grass irrigation return flow methodologies, groundwater modeling, and accounting requirements that would aid in the administration of the decrees before Water Court.
Tom Hatton, P.G.
Senior Project Manager
Tom has 24 years of experience in water resources related projects. He has expertise in management of water rights investigations, water supply development, and has coordinated all aspects of projects with other disciplines including well drillers, engineers, and clients. Tom has also performed ground water modeling and has completed water well design. He has provided testimony concerning various projects to planning commissions, county commissioners, and water and civil court. Tom serves as Senior Project Manager for the Applegate Group, working with its staff and clients. He is a licensed Professional Geologist in Texas and Wyoming, and is a member of various professional organizations. He holds a Degree in Geology from the University of Colorado.
Craig Ullmann, P.E.
Senior Water Resource Engineer
Craig started working at Applegate Group after obtaining a Master’s Degree from Colorado State University in 2000. During his time at Applegate Group Craig has worked on a wide variety of raw water infrastructure projects including dam design, hydrologic and hydraulic analysis, dam breach analysis and a variety of dam rehabilitation projects. Craig has also worked on several canal rehabilitation projects including canal lining, head gate reconstruction, pipe installation, inverted siphon design, canal modernization and flow measurement structures. Experience includes feasibility studies, final designs, construction and bid document preparation, and contract administration.
Steve Smith, P.E.
Senior Water Resource Engineer
Steve Smith has 15 years of experience in water resource engineering and hydrogeology. He has recently worked on hydraulic modeling, sediment transport, fluvial geomorphology, water rights, municipal water supply master planning, and groundwater analyses/modeling. He has successfully guided clients through permitting compliance related to NEPA, ESA, and Section 404 of the Clean Water Act. He has completed water rights engineering support for clients, including water rights analysis, accounting, and augmentation plans. Steve completed a B.S. in environmental geology from the University of Michigan, and an M.S. in civil engineering from the University of Colorado. He joined Applegate Group in October 2012.
Jared Dains, P.E.
Water Resource Engineer
Jared began working with Applegate Group, Inc. in April 2007 and obtained his Bachelors of Science degree in Civil Engineering from the University of Colorado shortly thereafter. He obtained a Master of Science degree in Civil Engineering from the University of Colorado in 2013. He has assisted on a wide variety of projects including substitute water supply plans, augmentation plans, water right evaluations, hydropower studies, and groundwater supply modeling. He has experience with AutoCAD and ArcGIS.
Stephen Buechner, P.E.
Water Resource Engineer
Stephen began working with Applegate Group, Inc. in August 2010 as a graduate from the University of Colorado at Boulder with a Bachelor of Science degree in Civil Engineering. He has since earned a Master of Science degree in Civil Engineering from the University of Colorado at Denver. Additionally, he earned his professional engineering licensure in the State of Colorado in December 2015. He has assisted on a wide variety of projects and pairs his extensive experience in MODFLOW, AWAS, IDSCU and ArcGIS with his experience in assisting clients with their compliance to the State of Colorado’s water laws. Stephen has valuable experience in assisting clients with water rights administration as well as developing substitute water supply plans and augmentation plans.
Dave Breindel, P.E.
Water Resource Engineer
Dave started with Applegate Group in 2015 after relocating from Virginia, where he spent 5 years as an environmental consultant concentrating on water resources engineering and environmental remediation. His previous experience includes involvement with projects related to stormwater management facility design, dam safety studies, site plan development, Municipal Separate Storm Sewer System (MS4) Permit compliance, construction/contractor oversight, and industrial site remediation. Since joining the Applegate team, Dave has worked on a variety of water infrastructure projects, focusing on dam design and rehabilitation, hydrologic and hydraulic analysis, and canal rehabilitation. Dave has also assisted with feasibility studies for new reservoir storage, permitting compliance in support of infrastructure projects, cost estimating for Capital Improvement Projects and the design of micro-hydropower systems. Dave has a Bachelor of Science degree in Civil and Environmental Engineering from Penn State University.
Teddy Martinez, E.I.
Water Resource Engineer
Teddy joined Applegate Group in June 2011 after completion of his graduate coursework. He has worked in the construction industry for 8 years serving as an owner’s representative and a project manager on numerous civil infrastructure projects from drainage improvements, to street and highway upgrades, to development. Teddy earned his BS in Construction Engineering from the University of New Mexico and later his MS from Colorado State University in Civil Engineering. In graduate school his focus was water resources planning and management. During that time he worked on 2 water supply projects in rural El Salvador with Engineers Without Borders.
Tyler Desiderio, E.I.
Water Resource Engineer
After obtaining a bachelor’s degree in 2013, Tyler left Pennsylvania and headed West to Colorado, eventually joining Applegate Group in January of 2014. Tyler graduated from the State University of New York College of Environmental Science and Forestry with a Bachelor of Science degree in Environmental Resource and Forest Engineering. Tyler joined the group with work/volunteer experience in dam rehabilitation design, transportation engineering, pedestrian/cyclist safety, pedestrian infrastructure design, erosion and sediment control, project management, construction site inspections, and construction observation. Since becoming a part of Applegate Group’s engineering team, he has added the realm of water resource engineering to his “tool belt” with experience in hydrologic analysis, hydraulic structure design, river mechanics and modeling, breach modeling, slope stability analysis, just to name a few. Tyler also has experience with software programs such as AutoCAD, ArcGIS, HEC-HMS, HEC-RAS, XSTABL, EPANET 2.0, WinFlume and experience in VBA, R, and MATLAB coding languages.
