Mike Applegate, P.E., C.C.E.
President/Senior Principal
Mr. Applegate has over 35 years of related experience in water resources. This includes water resources planning, water rights, river basin modeling, and infrastructure design and construction. Experience includes preparation of Feasibility Studies, Planning Studies, Water Court Expert Reports, Preliminary Designs, Final Designs, Construction and Bid Documents, Contract Administration, Owner’s Representative. He has worked on permitting issues for water projects involving Endangered Species Act, Clean Water Act, and FLPMA.
Bill Warmack, P.E.
Vice President/Senior Project Engineer
Bill has over 20 years in water resource engineering including water right development and administration, municipal water resources master planning, and water right evaluation. Assist clients with water right analysis and provide support for Water Court applications and case review. Additionally, performs water right accounting to track water use and decree requirements, and coordinate water right operations with local Water Commissioners and State Engineer’s Office staff.
Dick Stenzel, P.E.
Senior Water Resource Engineer
Dick has more than thirty-one years of experience in water rights administration and water court activities. Extensive experience in review and assistance in development of plans for augmentation and substitute supply plans. Recognized as expert witness in the areas of water rights administration and consumptive use. Dick has provided support to the State Engineer and the Attorney General’s Office with regard to potential water rights issues associated with Water Court applications in all Water Divisions. He has testified in Water Court as an expert witness on the issues of water rights administration, consumptive use values, lawn grass irrigation return flow methodologies, groundwater modeling, and accounting requirements that would aid in the administration of the decrees before Water Court.
Tom Hatton, P.G.
Senior Project Manager
Tom has 24 years of experience in water resources related projects. He has expertise in management of water rights investigations, water supply development, and has coordinated all aspects of projects with other disciplines including well drillers, engineers, and clients. Tom has also performed ground water modeling and has completed water well design. He has provided testimony concerning various projects to planning commissions, county commissioners, and water and civil court. Tom serves as Senior Project Manager for the Applegate Group, working with its staff and clients. He is a licensed Professional Geologist in Texas and Wyoming, and is a member of various professional organizations. He holds a Degree in Geology from the University of Colorado.
Craig Ullmann, P.E., C.F.M
Water Resource Engineer – Glenwood Springs
Craig has nearly 10 years experience in water resource engineering at Applegate Group. During this time Craig has worked on a wide variety of raw water infrastructure projects including dam design, hydrologic and hydraulic analysis, dam breach analysis and a variety of dam rehabilitation projects. Craig has also worked on several canal rehabilitation projects including canal lining, head gate reconstruction, pipe installation, inverted siphon design, canal modernization and flow measurement structures. Experience includes feasibility studies, final designs, construction and bid document preparation, and contract administration.
Lisa Farmer, P.E.
Water Resource Engineer
Lisa started with Applegate Group as an intern in 2004 and has remained on staff as a valued Engineer in Training. Through her 5 years of professional experience, she has become familiar with many tasks: mitigation planning, slope stability analysis, reservoir feasibility studies, clay liner design and construction observation, infrastructure design, reclamation permitting, and earthen dam design.
Lindsay George, P.E., Ph.D.
Water Resource Engineer – Glenwood Springs
Lindsay George is a water resources engineer working out of the Glenwood Springs office. She earned her BS in Civil Engineering from the University of Colorado and also holds a doctorate in Civil and Environmental Engineering from the University of Vermont. During Lindsay’s time at Applegate she has worked on various water storage and conveyance projects including design and permitting activities.
Lindsay main concentration is leading Applegate’s hydropower program, focusing on agriculturally related projects. She has performed numerous individual feasibility studies, and a statewide study investigating the low head potential in Colorado. Lindsay has become very knowledgeable of low head technologies on the market and in various stages of development. Applegate has helped clients obtain both FERC exemptions and Bureau of Reclamation Lease of Power Privilege agreements. We have a number of projects currently under development including a Pelton turbine that was recently commissioned.
Clay Good, E.I.
Water Resource Engineer
Clay started with Applegate Group, Inc. in June of 2011 after attaining three years of engineering consulting experience. Clay has experience in a wide variety of hydraulic engineering/river mechanics/water rights analysis and design projects including: Flood studies (floodway delineations, base flood elevation determination), dam breach analysis (un-steady flow analysis), HEC-RAS and HydroCAD (reservoir routing) models, HEC-GeoRAS and RiverCAD analysis, FEMA No Rise certificates as well as FEMA LOMRs and CLOMRs, hydrologic analysis, fish barrier design, culvert design, riprap and riprap basin design, thermal stream modeling, bank stabilization, erosion control, sediment transport via HEC-RAS and Russell Equations with fish habitat and vegetation design considerations, channel design, bridge-Scour analysis and reports, construction cost and quantity estimates, cross section, profile, and baseline surveying, construction observation, water right case reviews, consumptive use analysis, water right accounting, substitute water supply plan requests, GIS mapping and AutoCAD. Clay also has a degree in soil and crop science and a background in agriculture with experience in soil fertility, fertilizer and herbicide management, and irrigation scheduling.
Stephen Buechner, E.I.
Water Resource Engineer
Stephen began working with Applegate Group, Inc. in July 2010 and had obtained his Bachelors of Science degree in Civil Engineering from the University of Colorado in the fall of 2009. He is considering pursuing a Master of Science degree in Civil Engineering from the University of Colorado, potentially beginning in 2011. He has assisted on a wide variety of projects and has experience in HEC-RAS, AutoCAD and ArcGIS.
Jared Dains, E.I.
Water Resource Engineer
Jared began working with Applegate Group, Inc. in April 2007 and obtained his Bachelors of Science degree in Civil Engineering from the University of Colorado shortly thereafter. He is currently pursuing a Master of Science degree in Civil Engineering from the University of Colorado. He has assisted on a wide variety of projects and has experience in AutoCAD and ArcGIS.
Chris Clopper, E.I.
Water Resource Engineer
Chris began working at Applegate Group, Inc. in May 2008 after receiving his BS degree in civil engineering and completing coursework in the MS program with an emphasis on hydraulics at Colorado State University. During his time at Applegate Group, Chris has gained considerable experience in water resource infrastructure design, hydrologic and hydraulic modeling, erosion control, dam design and rehabilitation, gravel pit permitting and reclamation, project management and contract administration. His experience includes the development and preparation of hydrologic and hydraulic studies, preliminary and final engineering designs, construction bid documents, as well as construction observation and construction management services in the field. Chris has experience using HEC-RAS, AutoCAD and ArcGIS as well as StormCAD and WaterCAD.
